Customs clearance of exports and imports
You can clear everything yourself or order a customs clearance service: Nova Post provides a full range of customs brokerage services. Customs clearance services are paid separately according to the customs brokerage agreement.
Documents for import clearance to Ukraine
- customs declaration: to be filled in by a customs broker
- registration card of the person handling the goods: accreditation card of the importer or recipient at the customs
- international express delivery services agreement
- certificate of transportation costs, depending on the terms of delivery
- foreign economic contract between the sender and the recipient, if any
- invoice
- packing list/specification
- customs declaration for shipments ≤ €150
- other documents depending on the type of goods being shipped
For example: licenses and opinions of sanitary and epidemiological, veterinary, phytosanitary, radiological control, and gemological services.
- Priority (preferential) regime of customs clearance of goods
Following the ratification of the Association Agreement between Ukraine and the European Union, most goods can now be imported into the European market without paying duties. This regime boosts Ukrainian exports and strengthens economic relations between Ukraine and the EU.
To get a preferential discount on customs clearance of goods, you must comply with the following conditions:
- The goods must originate from a country party to the Agreement
- The original proof of origin (validated certificate of EUR.1 / EUR-MED form for consignments worth over EUR 6,000 or “Declaration-Invoice” for consignments worth up to EUR 6,000) must be transported together with the goods and other supporting documents
- The conditions for direct transportation from the country of origin to the country of destination party to the Agreement must be met

Accrual of customs duties on imports to Ukraine
Shipment cost up to €150
- No fees are charged
Shipment cost over €150
- Import duty: % of the shipment cost depending on the UKT ZED code
- VAT: 20% of the shipment cost and duty
Calculation example
- import duty = (€200 - €150) x 10% = €5
- VAT = (€200 - €150 + €5) x 20% = €11
Total tax payable: €5 + €11 = €16
Customs clearance rules for parcels from Ukrainian online stores in EU countries
- For all parcels: €3 per each unique HS code in the parcel
- For parcels with an invoice value over €150: customs duty from 0% to 17% according to TARIC tariffs, depending on the type of goods and country of origin.
- VAT: from 0% to 27% of the customs value of the parcel.

- What are “parcel customs value” and “parcel invoice value”
Parcel customs value is the parcel invoice value specified in the invoice + delivery cost + fixed customs duty, if charged. VAT is calculated based on this amount.
Parcel invoice value is the sum of the value of each item in the invoice. The import duty rate is determined based on the invoice value of each item in the invoice, as the amount of import duty depends on the type of goods according to the TARIC classification.
Do not attempt to send a parcel as a private individual to avoid customs duties
EU Customs is introducing a new centralized analytics system (EUCDH) and mandatory product identifiers (PID). This will allow for the automatic detection of regular commercial shipments masquerading as personal ones.
Such shipments will be blocked at customs; in the event of reclassification of the shipment type, fines may be imposed.
