Nova Poshta announces new customs clearance requirements for business shipments from Ukraine to the EU
Starting November 1, 2026, new customs clearance requirements will apply to business shipments of goods from Ukraine to the EU. Sellers will be required to provide additional product identifiers and account for a handling fee.
The new requirements apply to online sellers, e-commerce stores, and sellers on marketplaces or social media platforms based in countries outside the European Union—specifically Ukraine—who ship goods to buyers in EU countries. They apply to goods sold online and do not apply to non-commercial goods.
New Product Identifiers for Customs Clearance
For customs clearance of each item, you will need to submit three new types of Product Identifiers (PID):
- M-PID (code C127) — a product identifier used by the seller or marketplace, such as an SKU, listing ID, or ASIN. Each product variant must have its own code.
- NS-PID (code C128) — an internal product identifier assigned by the manufacturer or supplier.
- S-PID (code C129) — an international product identifier, such as EAN/GTIN, ISBN, UPC, or UDI-DI. If this is missing (for example, for a handmade item), you must specify the special code Y081.
Handling Fee charged for each line item
A handling fee of €2 per line item on the customs declaration is also being introduced. This is a separate payment for customs processing of goods, the amount of which depends on the number of declared line items: three line items will cost €6, and five will cost €10. The fee is charged in addition to other customs payments, including the fixed duty of €3 introduced on July 1, 2026. These payments are non-refundable regardless of whether the shipment is delivered to the recipient, including in the event that it is returned to the sender.
Recommendations for Sellers
In accordance with the new requirements, we recommend that sellers shipping goods to the EU do the following by November 1:
- Check whether each product and its variant has a separate SKU;
- Obtain the necessary codes from manufacturers or suppliers and verify the presence of international identifiers;
- Ensure that an order number is not used in place of a product identifier;
- Verify that the necessary data is stored in the CRM, product catalog, or marketplace, and that it can be transferred via API and the business dashboard.
Technical requirements and details regarding data transmission via the API are available in Nova Poshta's developer guide.
For fast and convenient shipping of goods to EU countries via Nova Poshta, we recommend preparing your product data in advance and verifying that your systems are compliant with the new requirements, as the absence of required identifiers may result in delays in customs clearance or the return of the shipment to the sender.
